CALL TO ORDER: The regular meeting of the Richland Township Board of Trustees was called to order by Supervisor Kreger at 7:30 P.M. with the Pledge to the Flag.

MINUTES OF PREVIOUS MEETING: Motion by John Gudaitis, second by Brian R. Frederick, to approve and file Minutes of July 14, 2009 as written. Unanimous vote. Motion carried.

BILLS: Motion by Daniel Preuss, second by Christine Beckrow, to pay the bills as listed, total of $65,038.92. Roll call vote Gudaitis, Yes; Frederick, Yes; Preuss, Yes; Kreger, Yes; Beckrow, Yes. (5) yeas, (0) nays. Motion carried.

REPORTS: Motion by Christine Beckrow, second by Daniel Preuss, to receive and file the following written reports: Financial/Transaction, Police, Fire, Planning, Board of Review, Supervisor’s and Township Manager’s. Unanimous vote. Motion carried.

OLD BUSINESS:

2008-2009 AUDIT:

Motion by Brian R. Frederick, second by Daniel Preuss, to receive and file the 2008-2009 Audit as presented. Unanimous vote. Motion carried.

PATROL VEHICLE:

Motion by Daniel Preuss, second by Brian R. Frederick, to suspend the purchase/search of the patrol vehicle and return the insurance money back to the police budget. Unanimous vote. Motion carried.

NEW BUSINESS -

RESOLUTION 12-2009, AUTHORIZATION TO BID:

Unanimous consent request was made to withdraw Item A. on the Agenda Resolution 12-2009, Authorization To Bid. Without objection Item A. has been withdrawn.

RESOLUTION 13-2009, CITIZENS BANK DEPOSITORY GUIDELINES:

Motion by John Gudaitis, second by Christine Beckrow, by Resolution 13-2009, revokes Resolution 03-2009 and re-establishes new Depository Guidelines with Citizens Bank as a depository for the 2009-2010 fiscal year for Richland Township limiting deposits to $250,000 and authorizes Daniel Preuss, Treasurer; Laura Coulson, Deputy Treasurer; Christine Beckrow, Clerk and John J. Letts, Deputy Clerk to sign on behalf of Richland Township. Roll call vote Frederick, Yes; Preuss, Yes; Kreger, Yes; Beckrow, Yes; Gudaitis, Yes. (5) yeas, (0) nays. Motion carried.

SEPTEMBER BOARD MEETING DATE:

Motion by Brian R. Frederick, second by Daniel Preuss, to leave the September Board Meeting date as September 8^th at 7:30 p.m. Unanimous vote. Motion carried.

PUBLIC HEARING– FIRE/POLICE MILLAGE:

Motion by Brian R. Frederick, second by Daniel Preuss, to set the Public Hearing with regular meeting immediately following at 7:30 p.m. on Tuesday, September 8, 2009 to establish millage rates for police and fire protection for the 2009 winter tax roll for operation during the 2010-2011 fiscal year. Unanimous vote. Motion carried.

ESTABLISH SESQUICENTENNIAL COMMITTEE:

Motion by Brian R. Frederick, second by Daniel Preuss, establishing the Richland Township Sesquicentennial Committee and the Anniversary Celebration to become an official function of the Township authorizing Betty Weiskirch to serve as Chairperson. Unanimous vote. Motion carried.

ZONING ORDINANCE AMENDMENTS:

Motion by Christine Beckrow, second by John Gudaitis, to approve the proposed Ordinance Amendments, Exhibits one (1) through six (6), amendments effective 15 days after publishing summary Notice of the Ordinance Amendments Adoption(s) in The Township Times, recording all Amendments in the Richland Township Zoning Ordinance, as recommended by the Richland Township Planning Commission. Roll call vote Preuss, Yes; Kreger, Yes; Beckrow, Yes; Gudaitis, Yes; Frederick, Yes. (5) yeas, (0) nays. Motion carried.

INSURANCE COVERAGE:

Motion by Daniel Preuss, second by Christine Beckrow, to amend the insurance policy with Bunting & Company, Inc. from a $100 to a $500 deductible for an Annual Premium of $37,100. A savings of $10,600 vs. 2008-2009 $100 deductible premium. Unanimous vote. Motion carried.

CORRESPONDENCE: Written correspondence was received and filed.
