CALL TO ORDER: The Richland Township Planning Commission meeting was called to order at 7:30 P.M. by Chairman Clark with the Pledge to the Flag.

MINUTES OF PREVIOUS MEETING: Motion by Matt Bray, second by Bernard Neuenfeldt, the Minutes of May 5, 2010 be approved and filed as printed. Unanimous vote. Motion carried.

INSPECTION REPORT: Motion by David King, second by Bernard Neuenfeldt, to receive and file the Inspection Report for the month of May 2010. Unanimous vote. Motion carried.

ZONING ADMINISTRATORS REPORT: Zoning Administrator Rames stated letters have been sent regarding special use permit for a greenhouse and unlicensed vehicles on Dice Road; reviewed land division request on Ederer Road; received a revised site plan for Covenant from Kibbe and Associates regarding deceleration lane requirements by MDOT; letter also sent regarding obtaining a site plan and a building application for a deck at Richland Investors; also, working on a possible variance request in Richland Farms.

PUBLIC COMMENT: Joe Wolgast recently purchased a home on Somerfield Road, stating he was not aware of an outdoor wood fired heaters ordinance and the fact that they are not allowed in an R-1 Zoned District. This subject is on the Agenda will be addressed under New Business.

OLD BUSINESS: None.

NEW BUSINESS:

OUTDOOR WOOD FIRED HEATERS: Discussion was held to reconsider the ordinance language regarding outdoor wood fired heaters, specifically allowing them in R-1 Zoned Districts. Motion by Bernard Neuenfeldt, second by David King, to consider holding a public hearing to amend the ordinance allowing outdoor wood fired heaters as a Special Use in R-1 Residential Zoned Districts, with a minimum parcel size of two (2) acres. Unanimous vote. Motion carried.

Motion by Walter Rohn, second by Bernard Neuenfeldt, to conduct the Public Hearing at the next regular Planning Commission Meeting scheduled for Wednesday, July 7th. Unanimous vote. Motion carried.

ITC – SITE PLAN REVIEW ISSUE: Questions were raised regarding the original scope of approval by the Commission on August 19, 2008 regarding the special use permit and site plan review for the Murphy Station. Discussion held.

Motion by Brian Frederick, second by Matt Kackmeister, for further additions in the fenced area only, ITC will submit a site plan for administrative review with the Zoning Administrator and Township Manager, paying the current site plan review fee as set by the township, also working with the Saginaw County Road Commission to alleviate further damage to the road. Unanimous vote. Motion carried.

PUBLIC COMMENT: Joe Wolgast and Charles Damore thanked the Commission for revisiting and considering the language amendment to the outdoor wood fired heater ordinance.

ADJOURNMENT: Motion by Brian Frederick, second by Bernard Neuenfeldt, to adjourn. Unanimous vote. Meeting adjourned – 8:17 P.M.
