RICHLAND TOWNSHIP PLANNING COMMISSION AUGUST 4, 2009 MEMBERS PRESENT: MEMBERS ABSENT: OTHERS PRESENT: CALL TO ORDER: The Richland Township Planning Commission Public Hearing was called to order at 6:30 P.M. by Chairman Clark with the Pledge to the Flag. PUBLIC HEARING: The Public Hearing was called for the purpose of hearing comments and concerns regarding proposed Ordinance revisions and language amendments which include Master Plan updates, language regarding Wind Energy Systems, revisions to Accessory Occupations, language revisions to Political Signs, added language regarding Outdoor Wood Fired Heaters, and a Rezoning Rectification. All proposed Ordinances revisions were reviewed and discussed. Notice of the Public Hearing was posted and advertised in The Township Times as required. CLOSE OF PUBLIC HEARING: Motion by Dave King, second by Brian Frederick, to close the Public Hearing. Unanimous vote. Hearing was closed at 7:10 P.M. CALL TO ORDER: Chairman Clark called the regular meeting of the Richland Township Planning Commission to order at 7:30 P.M. MINUTES OF PREVIOUS MEETING: Motion by Bernard Neuenfeldt, second by Brian Frederick, the Minutes of July 7, 2009 be received and filed as printed. Unanimous vote. Motion carried. INSPECTION REPORT: Motion by Bernard Neuenfeldt, second by David King, to receive and file the Inspection Report for the month of July 2009. Unanimous vote. Motion carried. ZONING ADMINISTRATORS REPORT: Zoning Administrator Rames stated he sent four letters regarding unlicensed vehicles; also letters sent regarding placement of a roll-off container, regarding the height violation of a fence in a residential zone, regarding the site plan for Bishop on Watson Road, and a letter sent regarding the violation of a motocross track on property located on Gratiot. A letter was read to the Commission by Zoning Administrator Rames which was received from Mr. Joel Bauer, owner of the neighboring property to the motorcycle track located on Gratiot, voicing safety concerns for his family along with children of the motocross track property owners. The Township Attorney will be asked to draft a letter to the property owners of the track regarding violation of the Ordinance. PUBLIC COMMENT: None. WELCOME/THANK YOU: Chairman Clark welcomed new Commission Member, Matt Bray. Motion by Bernard Neuenfeldt, second by Dave King, requesting the Secretary send a letter to David H. Schafer thanking him for his years of service on the Richland Township Planning Commission. Unanimous vote. Motion carried. OLD BUSINESS: AMEND AGENDA: Motion by Brian Frederick, second by Bernard Neuenfeldt, to amend the agenda to accommodate those present by placing under New Business, "Item B" as "Item A" on the Agenda. Unanimous vote. Motion carried. NEW BUSINESS: SITE PLAN REVIEW – ZION LUTHERAN CHURCH: A site plan was submitted for an addition of a new community room along with renovations to Zion Lutheran Church, 17927 Dice Road. Tom Plude, Hardwood Hills Construction, Inc., was present to answer questions regarding the site plan. The property is zoned A-2. According to the Ordinance, additional information is required and site plan review fees must be paid prior to review. Motion by David King, second by Brian Frederick, to grant provisional approval with the stipulation that the complete site plan with all requirements as stated in the Zoning Ordinance be presented at the September 1st Commission Meeting. Roll call vote Frederick, yes; Bray, yes; Neuenfeldt, abstain; King, yes; Clark, yes. (4) yeas, (1) abstain, (2) absent. Motion carried. PROPOSED ORDINANCE AMENDMENTS: Motion by Bernard Neuenfeldt, second by David King, Exhibits 1 through 6, (added language to the Master Plan, language regarding Wind Energy Systems, language regarding Accessory Occupations, revised language regarding Political Signs, added language regarding Outdoor Wood Fired Heaters, and a Zoning Rectification), of the proposed Ordinance amendments be recommended for final adoption to the Richland Township Board of Trustees. Unanimous vote. Motion carried. PUBLIC COMMENT: Manager Herhold thanked the Commission for all their effort and work put into the proposed Ordinance amendments. ADJOURNMENT: Motion by Bernard Neuenfeldt, second by Brian Frederick, to adjourn. Unanimous vote. The meeting stood adjourned – 8:03 P.M.
