RICHLAND TOWNSHIP BOARD MEETING

SPECIAL MEETING

September 9, 2008

MEMBERS PRESENT:  Joel F. Wardin, Supervisor        Kevin J. Kreger, Clerk
                                           Linda Luplow, Treasurer          Brian Frederick, Trustee
                                           Christine Beckrow, Trustee

CALL TO ORDER: Supervisor Wardin called the special meeting of the Richland Township Board of Trustees to order at 7:18 P.M. with the Pledge to the Flag.

PUBLIC HEARING: Supervisor Wardin stated the purpose of the Public Hearing is to determine millage rates for both the police and fire special assessments to be levied on the 2008 winter tax roll for funding operation for the 2009-2010 fiscal year. Notice of the Hearing was posted and published in The Township Times. Information was presented. No written comments were received.

ADJOURN HEARING: Motion by Brian R. Frederick, second by Kevin J. Kreger, to adjourn the Public Hearing. Unanimous vote. Hearing adjourned -7:23 P.M.

CALL TO ORDER: Supervisor Wardin called the special meeting to order at 7:23 P.M. following the Public Hearing to establish police and fire special assessment millage rates to be levied on the 2008 winter tax roll for operation during the fiscal 2009-2010 year.

NEW BUSINESS -

FIRE MILLAGE: Motion by Kevin J. Kreger, second by Brian R. Frederick, to levy one (1) mill for the fire special assessment on the 2008 winter tax roll for operation during the 2009-2010 fiscal year, projected revenue of $117,481. Unanimous vote. Motion carried.

POLICE MILLAGE: Motion by Kevin J. Kreger, second by Linda J. Luplow, to levy 3.4 mills for the police special assessment on the 2008 winter tax roll for operation during the 2009-2010 fiscal year, projected revenue of $399,437. Unanimous vote. Motion carried.

PUBLIC COMMENT: None.

ADJOURNMENT: Motion by Brian R. Frederick, second by Kevin J. Kreger, to adjourn. Unanimous vote. Meeting adjourned – 7:25 P.M.

CALL TO ORDER: The regular meeting of the Richland Township Board of Trustees was called to order by Supervisor Wardin at 7:30 P.M.

MINUTES OF PREVIOUS MEETING: Motion by Kevin J. Kreger, second by Brian R. Frederick, to approve and file Minutes of August 12, 2008 as written. Unanimous vote. Motion carried.

BILLS: Motion by Linda J. Luplow, second by Kevin J. Kreger, to pay the bills as listed, total of $79,678.50. Roll call vote Beckrow, Yes; Frederick, Yes; Kreger, Yes; Luplow, Yes; Wardin, Yes. (5) yeas, (0) nays. Motion carried.

REPORTS: Motion by Brian R. Frederick, second by Linda J. Luplow, to receive and file the following written reports: Financial/Transaction, Police, Fire, Planning, Park, Library, and Township Manager’s. Unanimous vote. Motion carried.

PUBLIC COMMENT: None.

OLD BUSINESS: None.

NEW BUSINESS -

PLACE DELINQUENT SEWER ON 2008 TAX ROLL: Motion by Brian R. Frederick, second by Kevin J. Kreger, authorizing the Treasurer to place the delinquent sewer, as presented, on the 2008 winter tax roll for collection. Unanimous vote. Motion carried.

TRASH RATES – 2008 WINTER TAX: Motion by Brian R. Frederick, second by Kevin J. Kreger, to assess $103.00 per residence on the 2008 winter tax roll for residential trash service during the 2009 calendar year. Unanimous vote. Motion carried.

CORRESPONDENCE: Written correspondence was received and filed.

PUBLIC COMMENT: Comments and questions were received and answered.

ADJOURNMENT: Motion by Brian R. Frederick, second by Linda J. Luplow, to adjourn. Unanimous vote. Meeting adjourned – 7:39 P.M.
