Department of Public Works

The Department of Public Works  is responsible for maintaining all the infrastructure for the Township. The Water and Sewer System, Township buildings including the office, fire station, the hall, storage buildings, brush site, and the grounds for all the buildings are all maintained by this department.

The Department of Public Works is committed to providing quality services to the residents of our community through the use of innovative management techniques, sound fiscal practices, new technology, and public participation.


If you have any issues related to water or sewer, please contact the Township Office at 989-642-2097 between 8:00 am and 5:00 pm Monday thru Friday.  After hours and on weekends, please contact 911 in the event of a water & sewer emergency.  Please provide the dispatcher  with your concerns or issues.  The dispatcher will contact our DPW personnel to  respond.

Water/Sewer Service:  A form must be completed for all new and/or changes to water and sewer accounts at the Richland Township Administration Building, 1180 North Hemlock Road.  Water and sewer services are billed quarterly based on usage on the 1st of January, April, July, and October and are due by the 20th, with late fees added after the due date.  Bills are to be paid at/or mailed to the Administration Office by check or cash.  Credit cards/Debit cards are excepted online only.  A white Drop Box , located on the south side of the Township Office, is available for after hour payments.

For residential customers effective April 1, 2024 water is $2.75 per thousand gallons; ready-to-serve fees are based on meter size starting with 5/8" at $41.12 per quarter; sewer ready-to-serve rates are based on meter size starting with 5/8" at $37.58 per quarter and a commodity charge of $2.40 per thousand gallons; and a capital improvement debt charge of $84.92 has been added to the bill to cover the cost of a new pump station and force main.

Refuse Service

Richland Township's waste disposal service serves all single family residences with curbside collection of trash and recyclables.  (This service is funded by a special assessment on your property tax statement.)  Collection day is each Tuesday with recyclable pick up every other Tuesday.  When a major holiday falls on a Monday, disposal service will be a day later.  Two large items may be placed for pick up per week.  Recycling may be placed in any 45 gallons or less container and marked with an "R".    For information on disposal of hazardous materials, please call the Saginaw County Health Department at (989) 758-3686.  Contact the Mid Michigan Waste Authority (989) 781-9555 for additional information on recycling.  For further information:  www.recyclemotion.org

Trash Can Size:

Trash must be in bags 55 gallons or less or trash cans no larger than 33 gallons and each bag or trash can should not weigh more than 50 pounds.
